“It’s actually quite scary. I got a young family (and) don’t wish it upon anyone else,” he told 9News.
It’s understood the teenagers were riding an e-scooter before they allegedly stole the car.
They continued in the allegedly stolen vehicle before they were arrested when police deployed stop sticks in Parkdale, about 9km away.
A 13-year-old girl from Cranbourne North, a 14-year-old girl from Carrum Downs and a 14-year-old girl from Chelsea have since been released pending summons.
A 14-year-old girl from Seaford and 14-year-old girl from Bonbeach were issued cautions.
It comes as Attorney-General Jaclyn Symes and Police Minister Anthony Carbines met Victoria Police and youth justice workers today to discuss youth crime prevention.
Chief Commissioner Shane Patton said today’s meetings were “productive”.
“Youth crime has always been a concern for us. It’s always been and always will be,” he said.
