The first driver stopped and spoke with police while the second allegedly fled the scene.
A 21-year-old man attended Cranbourne Police Station about 3am today and was taken into custody.
The man was interviewed by detectives and he was released pending further enquiries.
Police are continuing to appeal for witnesses or information surrounding the hit-run.
Of particular interest is the driver of a car who was travelling behind a dark-coloured SUV as it’s believed they may have witnessed the incident or have dashcam footage.
